To enable the Infrared port, double-click on the "Infrared Monitor" icon, and select the "Options" tab

At the top of the dialog box there is a check box labeled "Enable infrared communication".
Check this box and then click on "Apply".

The "Infrared Monitor" icon in the System Tray on the Taskbar should now look like this:


 
 

Your computer now has a working infrared port.

Note: If you are unable to enable the infrared port for some reason, you should go into the Safe Mode and remove all infrared and com port devices and let Windows start from a clean state.
